Summmary:

The elaboration of Local Agenda 21 for Portimão was born from the natural sequence of the Algarve’s University role of scientific intervention in the society through the International Centre of Territory and Tourism Research. It intends to be an integral municipal management project based on the local application of global sustainability principles raised since the Earth Summit and progressively assimilated by territories and sectors. The Agenda 21 is a territorial process, where it is highlighted three priority domains of intervention: environment, land use planning and education for citizenship. The enclosure of a specific sector reference to tourism – which constitutes the fourth intervention domain – is due to the importance of this sector in Algarve and in particular in Portimão council.

The definition of a Local Agenda 21 aims the creation of a promotional instrument of sustainable and participated development, where the decision is local but having in mind the integration on a global context. An environmentally qualified territory, economically conscious and socially coherent on its heterogeneities, where local agents are active participants and not just spectators, is a necessary condition to form the main pillar on the different level of sustainable development. The Local Agenda 21 of Portimão will constitute a local tool for development, of and to the council.
